The DHLF is a member of the Department of Health Care Services’ (DHCS) Delivery System Reform Incentive Program (DSRIP) workgroup. The January 26, 2015 meeting focused on district and municipal hospitals’ participation in the 2015 Medicaid 1115 Waiver via the DSRIP program. Below is a presentation provided to that workgroup:
The 2013-2014 state budget assumed a General Fund savings based on Medi-Cal reductions to distinct-part nursing facilities that was enacted in 2011. The reductions were enjoined by the court until late 2012 and DHCS could begin implementation in June 2015. The DHLF is strongly opposed to these reductions and supports efforts to reverse them.
The 2013-2014 California state budget changed the payment dynamics for District and Municipal hospitals. Specifically, the anticipated new payment system for Medi-Cal fee-for-service acute inpatient care (which was to be CPE’s) is now replaced with a DRG based system. As a result, the AB 113 funding and the SB 1255 funding come back into existence. The Forum will continue to fight for additional safety net dollars, in particular the Uncompensated Care program.
